It just needs to outline the internal procedures it is undertaking to theoretically remove hate-speech. It's a 'please explain' not a fix. I think the Australian media makes it a little clearer: I don't actually personally know anyone down here who uses twitter, can't imagine anyone would miss it too bad if Musk did shut it down here.
