It can mean talking about it with fans, getting a tattoo, cosplaying, or just rereading a book.

I am ignorant on KOSA, and it's actually the first time im hearing about this.

Can OP give me a summary of why this is bad?

Very occasionally, it can be a good thing to "protect the children."
