Because it hasn't been answered. It's a very subjective question, so there is no final answer.
I get that cops are seen as corrupt pigs in some countries, but in some others they're trusted and respected. I have seen American police and 99% of them are awful people. But in my country I have only ever had pleasant experiences with the police, and public opinion of them is mostly positive. (Was speeding, got pulled over, told to drive safely and that the cop could see I'm not drunk and was being aware, then wished good night and let go.)
My answer will be anyone driving a modified exhaust and/or riced up car. Typically a tailgating boy racer.

American politicians wouldn't know affordable health care if it bit them on the nose. Among first world countries the US invests more per citizen in health care (and the taxpayer pays more) yet they have the least to show for it.
You can even get an item in Elden Ring called the Twiggy Cracked Tear about a third of the way through that lets your Physick flask grant the same effects as a Sacrificial Twig for 3 minutes. Once you get that, the stress of losing Runes can be greatly diminished.
Simply drink it prior to crossing a fog wall or at a difficult point on the path to Rune retrieval.
If that's not enough, and you're on PC, you can download a simple mod off Nexus which eliminates Rune loss on death entirely.
It would be more accurate to say that people are people wherever you go.
School marshalls? What on earth is going on over there in the US? Why is it the rest of developed nations aren't having this shooting issue, yet your children over your side of the pond have to learn how to take cover (sometimes in a crowd so others get hit instead) and run in a zig-zag. Sounds like a bleeding nightmare warzone.
