My understanding is that Russias maintenance cost on that carrier is so much higher than its capabilities that Russia is trying to bait Ukraine into expending resources attacking it.

It is not yet, but NK is already supplying the artillery which is much more valuable than men to Russia and Korea will surely respond by suppling Ukraine.
I doubt Iran does anything more than another symbolic missile attack. But if they want to cause damage, today, August 13, during Tisha B'av is the day to do it. The saddest day of the Jewish calendar believed to be a day destined for tragedy. After we don't hear about any play by Iran today, unlikely there's going to be any escalations.
