Depends if they are working with police or corporate interest I guess? But just investigating stuff on your own and doing a good enough job to be paid don't have to overlap with policing I think. Like it's narrower but if you had to hire a sleuth to track down a long lost family member or something I don't think that would be the same ballpark as being an insurance company goon staking out people on disability to take out of context photos to get their benefits revoked. But my guess is no one can make a living doing the first so they end up doing more of the second as time goes on
