Attacking a hospital containing active enemy combatants is not a war crime. Garrisoning troops in a hospital is a war crime. Not making necessary precautions to move civilians away from the combat area is also a war crime.
Deliberately harming civilians is a war crime. Harming civilians by accident or as a byproduct of necessary military action is not a war crime.
Still, i can’t argue that most people consider this kind of revenge to be also a component of self defense.
