There are three new missions. One of them costs $7. That is in fact dlc.

Generally, no. When it's content made by the developer I do.
Sure. DLC is downloadable content, usually named that way to denote it didn't come with the base game. Usually it means released by the original vendor, so anything they released counts as DLC, but in practice people generally split it into paid and free dlc.
Paid DLC are often judged as to whether its worth it, and people do get mad if something should be base game and is only available via pay, even if that's something simple like fast travel or something.
Ok fine, it's a paid mod. Still a massive ripoff for such little content.
