Depending on where you live, lolicon can be treated as either:

You're imagining wrong, go to jail
I'll know it when I see it
If it looks too real, you go to jail
Cartoons are not real people
Only PIV is sex, so as long as there is a couple black lines, it's legal for all ages

TL;DR: check your local laws before watching Japanese stuff.
