Anyone in there at the time was not having a good time. Any wounded or KIA in the government building would have likely been removed/evacuated before this was filmed.
Russia claimed one injured security guard.
Whoever conducted the strike did so during the night in order to minimise the colateral damage.
at least one desk of computers is still running, this means that somebody might have been there
From my experience, people usually leave their office PC running 24/7 if it's not a laptop that they'd take home. Some companies use the night time to apply updates and such. Usually the display turns off after a while, but there are definitely people that would disable that for one reason or another. (Or the impact moved mouse/keyboard to wake the screen up)
