The only way this is "less worker-hostile" is because the vast majority of the states also allow disabled people to be wage-enslaved for less than the legal minimum in addition to servers; and even then, in a saner version of this exploitative anti-worker world that would be entirely backwards and the working class of society would have already struggled to decide not to allow abuse of disabled people for cheap labor first before moving onto others. Everyone responsible for drafting these laws with those carveouts and using disabled people as cheap nearly-unpaid labor like that deserve to be summarily shot by the Peoples' army, frankly.
