Edit: I was just looking for someone to explain this. I literally know nothing about web3 and very little about crypto. It sounded interesting, but maybe it's just dumb.

I mean, don't get me wrong. That's cool and all. But it seems to be doing exactly the same thing as IPFS. Also, I would be kind of careful because if you have to interact with that web page in any way, then anybody who looked at your address would be able to see what websites you visit, and that would not be a good thing. I choose to use Monero over any of these transparency chains, but obviously Monero does not have smart contracts since all it is meant to be is peer to peer untraceable digital cash.
