Usually they're used when there's either a keg or some sort of shared mixed drink/punch.

Or for drinking games.

In my experience the red cups were used for mixed drinks being served by amateur bartenders (or jungle juice), or for kegs, or for drinking games. The latter was by far the most common - beer pong, slap/stack cup, etc. Often, people would rinse and reuse them to cut on waste and/or cost.

If you need a cup for a mixed drink you get a fucking coffee mug from the kitchen cause it's not made of glass. I am anti red cup gang as well.

Going and getting cups for a party is a lot more planning than has gone into most parties I've attended.

There's usually a crate of beer in the washing machine because people think it's a good place to hide their stash so it doesn't disappear too quickly.

Like egg1918 said it's mostly a drinking age thing. This stuff disappears outside of the high-school and early college scene.

My social circle was more about going together to get 40s from 7/11 and smoking/drinking shit beer around a fire.

It has a lot to do with the 21 drinking age. Since getting alcohol is difficult without a fake ID or someone to buy it for you, you're dependent on what's at the party. Can't bring your own case of beer because you're 19 without a fake.

The host will get 1 or 2 kegs and make some jungle juice in a big cooler, again because they're probably under 21 so it's easier to buy only 2 types of alcohol
