Can't they borrow the CIA's heart attack gun? Since Trump is the biggest threat to America?
Either Trump isn't Hitler 2.0 or they don't give a shit that he's Hitler 2.0
They have been hitting him with the heart-attack gun continuously since he started running for President, but because his heart is constantly failing on its own, all the gun is doing is restarting it.
Don't hype up the threat if you're in a position of power and aren't willing to do something about it. Pretty simple.

More seriously you probably wouldn't need to issue any new executive orders, signing the existing presidential emergency action documents is probably sufficient, plus declaring a couple of people terrorists
Damn too bad there's literally no way to influence the justices' nor is there any way to pack the courts and you just have to respect their decision, too bad there's no precedent for this. Whelp guess we gotta hand over power to a rabid fascist who will destroy the country, it's not like the president is legally allowed to murder him or something, oh well.
