A lot of SEO "experts" insist on certain lengths for titles and word minimums for articles, even though they generally don't matter, so we end up with this.
I mean that could be the case but this kind of title is legit rhetoric, as in "obvious thing is obviously obvious". Journalist is doing readers a favour by making them less likely to be complete bellends when faced with a sign saying "beware of the attack monkeys".
