I don't know honestly. I just said that out of jest. I am sure the developer is not sure either. The whole thing about "deep reflection on the consequences of historical actions" is just an extremely weird attempt at making Hitler seem sympathetic.
I highly doubt that it is trying to make Hitler sympathetic. This appears to be a joke making usage of excessive verbosity to portray a simple idea (explicitized in the last bullet point), causing an ironic juxtaposition between the simplicity of "kill hitler simulator" and the flowery prose of the description
