The hammer guided bombs are pretty new (for Ukraine). Their main difference from other bombs is they are not only dropped by an aircraft, but they also have a rocket assist, which gives them extra range. Which is helpful in both low and high altitude flight conditions.

What planes can fly them?
Edit: In the article it seems to only mention F16
To my knowledge, the only known launch platforms are the Rafale, Mirage 2000, Mirage F1, Tejas, and F-16.
So, we are either seeing some of the first evidence of F-16 use in Ukraine, or they adapted them to work with something like Su-24, as they did with the SCALP cruise missiles.
