They are guided by a glide kit. An old dumb bomb is equipped with a winged "backpack" filled with avionics that is pre programmed to glide/steer/guide the bomb to its target.

This is also the premise behind the american GLSDB.. but there they even equipped a rocket engine in order to launch the bomb from himars, bring it to altitude and using the glide kit to steer it in flight. At some point dropping the booster and finding its target. The gps jamming made glsdb unviable regrettably.
They cited that word to underline that it was intentional, I think.
