A dictatorship by the proletariat, means the proletariat make sure the billionaires are not above the law and the state ultimately serves them and not the owner class. And yes you can have billionaires under socialism but it is the ultimate goal to abolish property.

It seems like PRC is on the right track. Xi is gradually pushing the button.

Of course, the current pace is not indicative of future trends, but if the pace keeps up like this, they are three years away from billionaires owning zero dollars, which is pretty crazy.
