Why are all the Russian comments saying the Soviet announcer has such a clear voice? Is there something different about how current Russian is spoken? I only know like 5 words of Russian so I can't tell a difference.

I have to agree with those comments. I'd argue that that is, at least in part, the speaker speaking slowly compared to, for example, modern news broadcasts.
