First you start by buying a bunch of land, preferably around, or close to, a city.

Second you have to develop the infrastructure (water/sewer, power, etc)

It's possible user community creation is disabled there. Try messaging an admin.

Could also be the desired name is too long or something. Lemmy isn't great at giving error messages yet.
