I was under the impression that there used to be a fleece at the top as well, to represent pastoral industry.
Either someone has removed it and history has been revised, or I’m suffering from the Mandela effect.

Coat of arms of Melbourne is just an advertisement - wool, tallow, oil, and we deliver! (The sheep, cow and whale represented major exports, and the ship is the mode of transport.)
I swear it used to be called the Mandala effect, but I can’t find any reference to it having that name on the internet anymore.

It ought be. Heraldic animals are male by default, and coloured to make it extra obvious. Females are uncommon. Imagine image of azure pizzle here
