It's probably a tooltip error. I think it was 1% per stack before.

This is correct. It was 1% to a maximum of 15, I'm not sure if it's changed in s2 tho

I don't get this, D4 only offer cosmetics as microtransaction since the start of the game. Do you mistook this game with other live service games?
