It kinda has, seeing as China and Russia work together.
Mixed feeling about that. On one hand i would at no point want current Russia using that proud symbol, but on the other, flag regardless, Russia COA is absolutely hellishly fucking ugly, even for the low standard of mutated eagles.
Though after some thinking, they proposed it not for it to pass, since it have no chance, but for being heard and gathereing some support. Also, they are right about current flag.
