The 2 times (living not with my parents anymore) I had now electric power unplanned was of course when it was cold. However the fancy central heating running on gas was also not working. As the main unit also needed electric power.
So I could still cook my food but that's was it. No heat. But that being said in my entire life we lost power (including as a kid) maybe 5 times and only for a couple of hours. In 33 years
I now have a heat pump and for cooking induction. So in a power outage I need to grab some camping gear. But I will probably survive for a couple of hours without heat.
But if you have regular power outages you and everybody in your country should probably vote and make your voices heard. If you live in a country where most people can afford heat pumps, the government can afford fixing the power grid.
The 2s has more ram and a better soc.
As well out of the box support for Android 11. The 2+ runs android 9 with a possibility to manually upgrade to android 11.
That being said I'm still very happy with my 2+
I upgraded my girlfriends PC grom a i7-4770 too a Ryzen 2600 and just moved the drive without any problems.
I don't needed to update or change anything. Only needed to select the drive in the bios.
AMD is better on Linux most of the time. Running a AMD card day one is not hassle free.
That being said if you pick a up to date distro all 7000 and 6000 series should work fine now. They are already in the kernel and mesa for a while. You may want to update you kernel and mesa sometimes to get better performance and stability.
But in my experience nvidia is fine on Linux. (I only used older cards gtx 970 and a rtx 2060) especially when you have just one monitor or all monitors on the same refresh rate. It's not on par with windows but will work with the Nvidia drivers.
So I would say if you a simple setup Nvidia is fine and AMD is better. It all depends on the best deal you can get. If ray tracing is not that important AMD is new the best value. If you more on a budget second AMD Rx 5700 XT are pretty cheap here and there are some good deals on Nvidia 30 series cards.
As far I have read intel cards can be a pain on Linux. So I would not recommend it for now.
You can still own and buy appartements in most places in the world. Then there are many forms of social housing.
Rent to own is also a possibility but not seen in most countries.
Seems your problem is not ownership but landlords.
Some countries in Europe have the right to roam on any land. State owned and private owned. (Maybe more countries somewhere else have it to but I don't know)

I would recommend hitchhiking to the border crossing by foot and hitchhiking again.
If you and your friend are more comfortable with public transport you can go to Podgorica with the train (that's about a hour) and then take the bus to shkoder which is about 2 hours. So with transfer times maybe 4 hours. Here are the train times from about 2 weeks ago. Not the best picture. Sorry for that.
Train and bus are still a long travel time. So maybe ask at the bus station if there is a bus to the border. I couldn't find any online. Or if you have the money a taxi.

My dad is running xubuntu for about 6 years now. I didn't get any questions in the last 2 years. Besides for installing a new printer.
Before that it was mostly which program he needed for something. Never a black screen anymore, malware or anything like that.
For Gameboy of course red and blue. Maybe also yellow if you want too. Then you have gold and silver. And again maybe you also want to play cristal. From the Gameboy (color) generation I recommend Pokemon red and gold at least.
All the Gameboy(color) games you can play on the ds using a r4 card(there quit cheap now if you get a clone) and a emulator.
For Gameboy advance you have FireRed and leaf green. And then again a not double release emerald. For Gameboy advance I only played FireRed. It was pretty nice
Luckily you also can play the cartridge for the Gameboy advance on your ds lite. Emulation of Gameboy advance is not really possible on the ds. So you wil need to get the real games or play it on a other device.
The double release are most of the time pretty similar.
Bicycles don't have a speed limit in the Netherlands. Only electric bikes can't give any power any more above 25 km/h(but they are easily modified).
I hate it cycling and driving a car that some bikes go to fast in the city. (Mostly modified e-bikes and the classic sports cyclists) It's really hard to calculate there speed and just gives dangerous situations. For some reason they don't have the ability to give directions with there hands also.
