The Desolator is an ~~Soviet~~ Amerikan unit in Red Alert 2. Created in honour of the only fucking country to use nuclear weapons, on a civilian population, despite the enemy being desperate to surrender. Amerika was also the only country to use biological weapons. Red Alert makes sure that the Western player understands the nuance of history by keeping all the Soviet units to be cool and decent. The Soviet special weapon is called "Treaty of Friendship, Cooperation and Mutual Assistance" and isn't named something that a racist war criminal aristocrat made up to demonise the victor against the Nazis.
Other countries are limited by the Geneva Convention on using weapons so deadly to civilians. The only exception is Britain's Poison Gas Aerial Bombardment.
