According to the article the latest word from Kamala Harris is what Trump claimed. “Her spokesperson” (unnamed in the article) reversed it, but the article gives no report on Harris’s actual position.

If you know of more up to date information on Harris’s position, please mention it.

I think the original comment might be referring to the fact that the US wouldn't allow it even if it were the current sitting president's stance. See the last 50 years for references
