Nah, when I lived there it was very common to see young children on trains, busses, and walking by themselves with zero adult supervision. It is just socially acceptable for kids to be off doing their own thing at a very young age.

Also, not to go off at you personally but I think there's something vaguely orientalist in the idea that Japan (or any other Asian country) does things to save face or whatever. Like we don't look at dumb American high school sitcoms and talk about how Americans are sweeping school shootings under the rug because they're saving face.
