We need to be able to have — maintain access and influence across the Mahgreb, from Morocco all the way to Libya.”

Looking at Libya since the US got involved there, I doubt Russia had to do much to "capture" them.

Also I've been in movie theaters where the projection was less clear than the choice of the word capture here.
