I think only two people are explicitly gay in the game, the rest are implied (some heavily) subtext. The fans run with those subtext though, lots of good fan contents for every type of parings. Texlapp is one of most popular one for example, two mafia heiresses, one ran from their past life, the other chased after to see her failed and be dragged back into the swamp. The event that resolved their conflict was super great and brought us this banger.

Texas x lappland also known as Kiryu x Majima
as someone who is slightly obssesed with the game:
there is one confirmed lesbian, scavenger. Her files also give way for the provence x scavenger ship, but there is no mention of how provence feels towards scavanger anywhere. altough i would be willing to say that whatever talulah had going with her girl might also count.
there are also some highly implied lesbian couples, most notably saria x silence, franka x liskarm and gavial x tomimi.
then there is a lot of "kinda makes sense", such as: hoshiguma x chen, specter x irene, mostima x exusiai, kristen x saria, exusiai x texas, texas x mostima, the Penguin Logistics Polycule (texas x croissant x sora x mostima x exusiai + somtimes lappland), nian x lava, mostima x fiametta
but well, the fandom is fine with anything really, its a total anything goes thing there like TexLapp makes no real sense in the story, but no one cares its cute (okay, there is the history that it was not fully clear if it was story acurate until Il Siracusano released, and that was only around a year ago)
