The whole point of the prison camps would be to make life so miserable that going to war is preferable, with a side order of damaging people's sense of morality that they'll make very good war criminals when they're sent to fight.
But I don't think it'll come to that. I think the US will start up its own Wagner/Foreign Legion thing, offering reduced time or commuted sentences in regular prisons if convicts are willing to go fight. The US certainly has enough desperate convicts.
