I think they're realizing they need to clean house cause China is now starting to produce their own domestic wide body passenger jets. If Boeing reputation keeps deteriorating, then US will quickly lose the global market to China. It's probably still going to happen, but I expect this is why they want Boeing to shape up.
Boeing has already lost the global market to Airbus. The competition with Comac will be for second place.
