Even the cop's explanation doesn't make sense. His hand was "wedged" in the door and he felt killing the driver would prevent him from being dragged. Yet she drove off before he fired with both hands on the gun.

Unless the officers can articulate a real reason for approaching this vehicle and hassling the occupant they are in the wrong. Without more details this looks like a serious fuck up on their part.

Two armed thugs (transit police) approach a woman in the middle of night for no reason is about the worst optics you can get.

She is probably ODD on top of it and if you watch the footage you see how that goes. I guess if you have mental health issues police are just supposed to shot you. I guess that is how we handle our mental health crisis in the US.

Adding on to the other comment, Bay Area refers to the San Francisco Bay Area. BART is the name of the public transit system that services San Francisco and neighboring cities.

BART Police is short for Bay Area Rapid Transit Police Department and Union City is in California.
