Odo is legit a fascist.

He is a collaborator who worked directly for the security services of the oppressive fascist state occupying Bajor.

The fact that Kira did not shoot him out of an airlock the first chance she got has always bugged me.

I guess the reasoning to spare him is that he turned a blind eye towards the resistance in that flashback episode in season 2 about collaborators

Tuvok seemed pretty ok from what I remember, but I've only watched Voyager through once ... so maybe I've forgotten some of his bad choices.

I call Tuvok "the Republican Vulcan" for a number of reasons: Spock and other Vulcans make it clear that mindmelds are private, intimate, and highly invasive. But when Mr. Tuvok gotta investigate anything? Fingerguns come out, ready to invade the mind of all suspects without consent. No job was small enough for Tuvoks solution, not only is it on the table, he offers it first. Then, when that is refused, his next solution is shooting first (occasionally with the facade of trying to reason with them, but often that gets dropped faster than any other Vulcan).
