I was about to dig into the railway for blocking the tracks, as freight railway companies are known to run unnecessarily long trains that block crossings, sometimes blocking ambulances for example. However, this is right next to the big freight yard for the port, so it's normal and fine for the train to move backwards and forwards like that, that's how all the freight cars get sorted. I have included an explainer image drawn in MS paint as God intended:
