We absolutely know who the shooter is, which is why we're raising the bounty to lure them into a false sense of security. The net is closing in.

If they raise the reward they also invite someone else to say, "listen, son, they've given me six months to live unless I get this medication and the insurance company denied the claim; I'll be popping out for a bit and when I get home you can call the FBI for what I suspect will be quite the prize."
