... The boat is owned by Grace Ocean Private Ltd.

Think it means, Maersk chartered or contracted the boat for shipping, the actual operating of the boat was done by Synergy, but the boat as property is owned by Grace.

So like saying, company x contracted company y to perform work out of building owned by company z.

International shipping is generally done through at least 2-3 layers of shell companies to thoroughly distribute any risk of consequences for continuous disregard for safety and labor standards
