I saw one of your earlier posts or comments about that...glad it's working out for you! I have been tempted to do something similar. I'm practicing leaving my phone at home or in the other room at times I know I don't need it or really want it. Started running without headphones, too, in a effort to disconnect a little more.
The owner hurt the dog by walking it without a leash and not having enough control over it to keep it from running into traffic. It speaks to your good character that you feel guilt over what happened, but you are not responsible and should not beat yourself up over it.
Believe it or not, also project management.

Look on the bright side: if they hadn't wasted the money on this, they would have just wasted it on something else. It was never gonna be used to provide any benefit to the average American.
