He's not an authoritarian, he needs the backing of Congress to do those things as well as no Supreme Court challenges on those actions. Who are you voting for in his place?

Because their legislation is usually "nothing". And they DO need both. What they've also done is compromise: they give Democrats something they want and in turn get tax breaks for the rich.
