What does "uncontrolled chemicals" mean in this context? Is that like "uncontrolled drugs", meaning drugs that can be bought and sold freely?

The chemicals have decided that their life is actually a comedy
I think it means that they're no longer stored inside any form of container and they're just lying about wherever they spilled, leaching into the ground/vaporizing into the air
wait, the fire is still burning three days later!?
I don't believe its still burning but I'm a few hours away. The toxic clouds and ash are definitely still around though.
Whole metro ATL area smells like a swimming pool around dusk & dawn. Wake up & smell the ashes.
