Actually that would be when the sun is on the meridian. The sun can never be directly overhead unless you are in the tropics

Daylight savings time only saves daylight in the context of you spending your entire day working and being spared the paltry scraps of the day, and outside of a 40+ hour workweek is a meaningless shift of numbers on a clock that only serves to move noon and midnight away from any kind of astronomical or biological signifiers
