I mean, the girl from Stellar Blade was seen as an example of not safe horny, and she's pretty clearly adult looking. So I have no idea what the definition is supposed to be. It just seems like they have the narrative of "the woke just hates sexy characters", but then there's clear evidence of that not being true, such as Purah or Lady Dimitrescu, so they had to come up with something else to keep that narrative up.
